Rep. Bowman Faulted in Capitol False Alarm, but Spared Inquiry

The 16-page report included previously unreleased encrypted text messages between the congressman and his staff showing that he was not, in fact, on his way to vote at the time, but to an emergency meeting of the Democratic caucus. And ethics investigators said video showed Mr. Bowman casually walking away without ever looking back to determine whether the alarm facilitated the opening of the emergency doors.
Mr. Bowman, a Democrat, has repeatedly said that he pulled the alarm last September because he was rushing to make a vote to avert a government shutdown and mistakenly believed it would open a locked door.
