Joseph Martino, director of the Special Investigations Unit, stated in his report that the officers 'comported themselves with due care and regard' in their interaction with the man.
The report indicated that despite the officers' efforts to prevent the fall, 'the officers eventually lost their grip and the man fell multiple floors,' highlighting that it wasn't due to negligence.
Martino emphasized that though 'the officers were unable to prevent the fall, it was not from a want of any effort on their part', underscoring their proactive response.
Upon falling, the man suffered multiple pelvic fractures and was subsequently 'formed under the Mental Health Act' for an emergency psychiatric assessment, revealing his mental health struggles.
