The implementation of the congestion pricing, designed to alleviate traffic in Manhattan, has faced intense legal challenges, with the primary court hearing set for December 20.
Governor Hochul had previously paused the plan in June but revived it shortly after the Democratic gains in the elections, igniting further controversy over the initiative.
