The driver was dropping the woman off in front of a church on 23rd Avenue near 89th Street in East Elmhurst when she refused to pay the fare - and lashed him in the neck instead, police said.
The suspect, shown in the surveillance photo with long, dark, wavy hair, was last seen wearing pink pants, white boots, a white shirt and carrying a distinctive yellow handbag.
