NYC bar owner claims James Caban tried to 'extort' him over NYPD enforcement: report

Shamel Kelly, the Brooklyn bar owner, accused James Caban, brother of the ousted Police Commissioner, of offering to mediate his police issues for $2,500.
Kelly recounted, "He said he will mediate my issues. He said he could bring the NYPD to me and resolve our issues is what he said he could do."
After refusing to pay, Kelly reported that the police harassment escalated, leading him to ultimately close his business, "I said, 'Nah I'm good.'"
A City Hall staffer, Ray Martin, facilitated the introduction between Kelly and James Caban, allegedly suggesting that closing the bar was the best option.
