A bus carrying about two dozen migrants that left from New York City arrived in Orange County, N.Y., on Thursday morning, even as officials there sought a last-minute court injunction that might block the city's plan to house people at the Crossroads Hotel in the town of Newburgh, about 60 miles north of Manhattan.
