The poll indicates Cuomo's political baggage could significantly impact his campaign if he chooses to run.
"Cuomo is already unpopular, but his favorability erodes quickly when voters hear about his faults," said pollster GBAO.
The voters said they're much less likely to vote for such a candidate.
Cuomo leads the Democratic field with 31%, followed by Mayor Eric Adams with 12%, Scott Stringer and Brad Lander, at 11% apiece.
