Vincent Thoms, a 51-year-old man from East Harlem, died after experiencing a medical emergency while being processed at Central Booking on March 22. He was arrested for allegedly stealing incense sticks from a CVS store. Thoms was charged with petit larceny and criminal possession of stolen property. After falling ill during a medical evaluation, he was transported to NewYork-Presbyterian Lower Manhattan Hospital, where he was pronounced dead. The cause of death is under investigation by the NYPD Force Investigation Division.
