More than a dozen people have new tattoos of Flaco, the Eurasian eagle-owl, after East River Tattoo offered original designs at a discounted rate on Thursday.
Legislation was introduced in Albany named the FLACO Act, requiring bird-friendly materials in buildings, inspired by Flaco's story and impact on New Yorkers.
