The federal authorities accused Jordan G. Goudreau and a co-conspirator of exporting military-style rifles, night vision devices, lasers, silencers, and other military equipment without a license to Colombia for use in carrying out activities in Venezuela.
Mr. Goudreau publicly took credit for the failed incursion known as Operation Gideon, which aimed to topple Mr. Maduro in Venezuela, involving former soldiers and American Special Forces operators.
Despite the involvement of only around 60 men in the operation, they were repelled by the Venezuelan security forces, resulting in casualties and detentions, including former Green Berets recruited by Mr. Goudreau.
