Colin expressed his disbelief stating, 'Just when I think I've seen it all! He just s*** on the floor and left it there, then got back in his cab.'
Frustrated by the council's inaction, Colin questioned their limits: 'What do you actually accept as antisocial behaviour, if people can just defecate on the pavement?'
Despite capturing the act clearly on camera, the council dismissed it as insufficient evidence, leading Colin to refer to the situation as 'utter scumbag' behavior.
