"Some of it is from people coming up on their porches, using their kids as props, aggressively panhandling, people essentially even coming in the house," Paul King, the president of the Property Owner's Association in the Belle Harbor neighborhood, told ABC News.
The idea of a curfew was floated by NYC council member Joann Ariola, who said the city's homeless shelter population was subject to a similar rule.
A spokesperson for New York City Hall told The Messenger that the change would lead to more efficient bed management.
