The new law permits pedestrians to cross a roadway at any point, including outside of a crosswalk. It states that this is no longer a violation.
Council member Mercedes Narcisse stated, 'Laws that penalize common behaviors for everyday movement shouldn't exist, especially when they unfairly impact communities of color.'
Liz Garcia warned that crossing against the light and mid-block is highly risky behavior and pedestrians may still be legally liable for accidents.
The legislation aims to end racial disparities in enforcement, with over 90% of jaywalking tickets previously issued to Black and Latino individuals.
