Governor Kathy Hochul's administration is attempting to resolve staffing shortages at New York prisons by making a deal with striking correction officers directly, bypassing their union, NYSCOPBA. This move came after guards walked off the job due to unsafe working conditions. The proposed agreement includes a focus on safety, suspension of certain solitary confinement law aspects, overtime pay, and re-establishing health insurance. Union leadership has not supported this initiative, with the union president failing to sign an agreement despite verbal commitments, leading to further tension between state officials and union representatives.
The proposal is being offered to the guards without the support of the leadership of the correction union, the New York State Correctional Officers and Police Benevolent Association or NYSCOPBA.

Commissioner Martuscello said the new terms would establish a committee "focused on safety" that would address concerns about the HALT law governing solitary confinement in prisons.
Striking workers have demanded changes to the state's solitary confinement laws.
