While Long Island had the highest number of fatalities, NYC had the lowest rate per 100,000 people due to fewer vehicle owners. However, NYC had more pedestrian fatalities.
Brooklyn experienced 30 fatalities in six months, with a significant number being pedestrians. Sammy's Law allowing NYC to lower speed limits was enacted.
