Victoria, a Yolo County mother, faced frustration after $15 million in monthly EBT thefts in California left her struggling without reimbursement due to Congress' funding cuts. After being repeatedly misinformed by social services, she was left without money for essentials, exemplifying a larger issue affecting countless others. With over $150 million lost in two years, and reimbursement resources removed, low-income families will suffer from reduced support. Technological flaws in EBT cards also exacerbate the problem, creating urgent need for legislative and systemic change in SNAP support and security measures.
SNAP theft is common due to outdated technology. Benefits are deposited on debit cards that are swiped at cash registers. But unlike most modern debit and credit cards, EBT cards do not have microchips that would be effective against "card skimming."
You think you're going to get those resources by going to ask for the help," Victoria said. "And then [you're] not able to. It makes you very discouraged to even want to try to get the help that is needed.
