A report by the Independent Monitoring Board (IMB) revealed that teenagers in Feltham Young Offender Institution are locked in their cells for up to 22 hours a day, limiting their access to education and rehabilitation. The conditions, exacerbated by staff shortages, have led to increased incidents of violence and a concerning rise in the use of weapons among inmates. Chair Jane Shalders expressed disappointment over the lack of progress since last year, stating that the current situation endangers the mental health of inmates and their future opportunities.
Inmates across both sites were spending at least 22 hours a day in their rooms, which significantly impacts mental health and rehabilitation efforts.
Jane Shalders expressed that it's concerning children involved in knife crime are not receiving adequate education while in custody, highlighting the systemic deficiencies.
