Planning Inspector John Braithwaite stated that, despite the lack of lawful implementation, Greenwich Council should have recognized the apparent developments ongoing at the site.
The inspector noted that the 204 flats, including 28 affordable units, would address the borough's severe housing shortage, highlighting the benefits to the community.
Despite acknowledging material deviations, the inspector praised the current structures for their own qualities, specifically noting the aesthetic improvement brought by the slender design of the taller block.
Comer Homes is required to implement 11 material changes to the buildings within three years, or they will face the upheld order for demolition from Greenwich Council.
