The NFL has struggled with diversity in coaching, particularly at the offensive coordinator position, which saw its only Black coach, Chris Beatty, leave for another role. Since Beatty's promotion and subsequent departure, the league returned to having no Black offensive coordinators. Although the league enforces initiatives like the Rooney Rule to improve diversity, results remain slow. NFL Commissioner Roger Goodell believes that diversity will increase over time as young offensive assistants gain experience. After recent firings, the count of Black head coaches has decreased but signifies some progress compared to past years.

These offensive assistants are young, and they need the ability to have the exposure and the experience to grow to be able to become offensive coordinators and then head coaches.
I don't think it means it's not working.
That's progress there were no more than three Black head coaches in the league before.
