Mountain View strengthens rent control protections for mobile homes - San Jose Spotlight
Briefly

Mountain View's City Council approved new rent control measures for mobile home parks, limiting increases to 60% of the Consumer Price Index with set parameters. This decision follows years of advocacy by residents concerned about escalating costs threatening their housing security. Despite opposition from some council members and park owners citing increased operating costs, support for tenants emphasized the need for protections against unaffordable rent. The ordinance aims to balance fair returns for property owners while safeguarding the affordability of mobile homes, vital for many low-income residents.
"I'm 77 years old, a senior on a very meager fixed income... Over time, the increases would compound to a rent that is absurdly high and would result in displacement for myself."
Frank Kalcic, managing partner of Sunset Estates, pushed back on some of the claims, noting that park costs were rising with the rate of inflation. "Park owners do not have a magic button that we can push that makes it smaller than the inflation rate."
