Medically evaluators determined that her injuries were not recent, with some more than two weeks old, indicating severe neglect and a horrifying delay in care.
Devore and Washington were aware of the toddler's severe burns and did nothing to help her, leading to a conviction of mayhem and child endangerment.
According to the California penal code, mayhem is an unlawful act that maliciously deprives someone of bodily integrity, a fitting description of this case.
