According to the Santa Cruz County Sheriff-Coroner's Office, 64-year-old David Koons was in the water on Dec. 23 during a period of high surf warnings and large swell occurring up and down the Santa Cruz County coast.
Bystanders at the beach freed Koons from the debris or log his leg was trapped beneath and began to administer CPR, according to California State Parks.
The incident occurred after emergency responders were called to the beach around 11:30 a.m., with large waves contributing to the loss of about 150 feet of the Santa Cruz Municipal Wharf.
