A man was seen on video harassing sea lions in Monterey, causing chaos as the animals stampeded down a hill after being whipped with caution tape.
The National Oceanic and Atmospheric Administration is investigating the incident of sea lion harassment, which falls under the Marine Mammal Protection Act prohibiting such actions.
"This time of year the City of Monterey waterfront specifically has a large number of sea lions hauling out on local beaches to rest and feed in Monterey Bay National Marine Sanctuary," said Giancarlo Rulli.
"They're a growing population, they're a rebuilt population [and] it allows for more opportunities of negative interactions with humans at times," added Nicholas Rahaim.
