Lawyer Randy Mastro warned that if the congestion pricing plan proceeds without addressing environmental impacts, it would inflict irreparable harm on New Jersey, increasing air pollution and chronic disease. He argued, 'The day they flip the switch, there will be irreparable harm... you can't put the genie back in the bottle.' Mastro emphasized the health risks New Jerseyans face, declaring it an outrage that their lives are literally at stake due to the policy.
MTA attorney Elizabeth Knauer defended the congestion pricing by stating that the agency has allocated funds toward mitigating negative impacts, having set aside $9.8 million for New Jersey and an additional $40 million for the Bronx. She reassured that these mitigation efforts are planned to be rolled out over five years, and insisted that the new pricing program should commence this weekend as planned.
