Simon Recaldin, head of the Horizon scandal financial redress schemes, stated, "That was a genuine human error. The Post Office is so sorry it happened, it shouldn't have happened." He emphasized that the serious breach was not reflective of Post Office culture.
Recaldin elaborated on the breach's cause, explaining, "The link to the [GLO] settlement agreement...had broken. They were refreshing the link, and to do this, they had to get the original document to put in there, but they put the unredacted document rather than the redacted document in there."
When questioned about the Post Office culture, Recaldin remarked, "I truly believe it is a cultural thing. We are in a very sensitive environment; the Post Office needs to address this culture to prevent future incidents."
