By lunchtime the bank's systems were back operating, Bank of Ireland said. The outage has occurred on one of the busiest shopping days of the year, just as Christmas approaches.
"We are working to resolve this as soon as possible and apologise for any inconvenience," Bank of Ireland said.
Customers report regular problems with Bank of Ireland's online banking and its app. Two Fridays ago PTSB bank was hit by a big technical issue had been experiencing delays in sending and receiving payments.
Earlier in the same month PTSB admitted that it was "experiencing a technical issue which is intermittently impacting our mobile app and desktop services." The issue was later resolved.
