The city's remaining two funicular lines were shut for inspections. Footage showed the mangled yellow tram-like car off the track, having hit a building near another car at the bottom of the hill. National mourning was declared and the government set a national day of mourning. Officials and the president expressed hope that investigators would quickly determine the cause. Union leaders said workers had previously complained about problems with the funicular.
