Kobayashi, 30, appeared unharmed as she walked alone into a tunnel at the San Ysidro crossing about 125 miles southeast of Los Angeles on Nov. 12.
Los Angeles Police Chief Jim McDonnell stated there is no evidence Kobayashi was being trafficked or was the victim of a crime; it is classified as a voluntary missing person.
McDonnell emphasized that everybody has a right to her privacy but encouraged Kobayashi to reach out to her family or law enforcement to reassure them.
Hannah went missing after not making a flight to New York and initially texted her family about sightseeing, but later sent alarming text messages.
