The First Amendment places the burden on the government to demonstrate that the harms are real. To date, the government has not met this bar in the public domain, at least with respect to TikTok.
TikTok's 'Project Texas' is aimed at creating a firewall between U.S. user data and its Beijing-based parent company, providing a defense against the app's alleged danger to users.
