Man arrested after repeatedly blasting horns, alarms for months in CA neighborhood

Gary Boyadzhayan was arrested in Los Angeles after neighbors complained about noise disturbances caused by his horns and alarms since June. Neighbors described the situation as irritating and expressed concern for Boyadzhayan's well-being. LAPD issued an administrative citation and attempted to provide guidance, which Boyadzhayan ignored. Despite police efforts to shut down the noise makers and assist him, he continued to blare the horns while claiming he needed help against perceived threats. Officers faced challenges in witnessing the noise during their visits, leading to delays in the arrest.
"It's irritating," said Bernarda Phipps, who lives right across the street from Boyadzhayan. "He needs help, but what kind of help does he need?"
"They advised him that if he is using the horn, to stop using the horn because of the disturbance it is causing in the community, advising him not to do that," LAPD Capt. Chris Zine said.
Boyadzhayan told ABC Los Angeles affiliate KABC earlier in the day. "But I just went back and left them a message... I'm not stopping until justice is served."
"I need help," Boyadzhayan said Tuesday. "I don't know how else to cry out for it."
