"I tell you this story because we don't know if they were ICE agents or not," Barger said.
"Make no mistake about it: It isn't people impersonating ICE; it is ICE," said Supervisor Janice Hahn.
"I do believe there may be people out there impersonating ICE, taking advantage of this population," said Barger.
