Daniel Andreas San Diego, 46, was arrested in Wales for his alleged role in bombings linked to animal rights activism, evading capture since 2003.
The first bomb detonated in the early morning hours on August 28, 2003, while a second was timed to harm first responders, highlighting the risks posed.
FBI officials stated, 'Although no one was injured in either case, the construction, placement and timing of the devices indicated San Diego intended to cause serious injury or death.'
San Diego was placed on the FBI's Most Wanted Terrorist List in 2009, after a federal arrest warrant was issued for two bombing incidents involving explosives.
