Plans for 100 homes refused amid appeal against council

Brentwood Council has refused permission for 97 new homes proposed by Cala Homes on Priests Lane, despite an appeal to a planning inspector. Concerns over excess density—30% over the local plan's allocation—access road issues, and lack of pedestrian and cycle access were highlighted in meetings. The council emphasized its desire for improvements, but the developer has not modified the plans since their submission. This decision taken by the council will lead to an appealing authority making the final ruling.
The major issue I have is to do with the number of dwellings on the site. I do think the residents will be disappointed to hear that this is almost an academic debate and the determination will be done by an inspector.
Concerns around access road issues, density and the development being out of character with the surrounding area and a lack of pedestrian and cycle access were raised during planning meetings.
