The policy temporarily cut the proportion of sentences that some inmates must serve from 50% to 40%, amidst warnings that jails were being pushed to the point of collapse.
Around 1,750 prisoners were freed early on Tuesday from jails across England and Wales, raising concerns about serious offenders being released under the new policy.
Despite efforts to prevent early release for domestic abusers, the policy does not fully exclude all criminals with a history of such violence, focusing only on certain offences.
