Cmdr Owain Richards highlighted the sequence of events where friends raised concerns, police graded the inquiry as medium-risk, and discovered Thiamphanit's body the next morning, leading to a mandatory referral to review police actions.
Officers believe that the victim likely knew her attacker, no arrests have been made, and it was indicated that Thiamphanit was last seen by her friends on Sunday.
