S ir Mark Rowley was urged to think again about his refusal to use the term institutional racism to describe the bigotry in the Met as the author of the most damning report in the force's history warned that it rings hollow to say that he does not like the words.Louise Casey said she had the highest regard for the Commissioner as a man of utter decency and integrity and believed that he and his deputy, Dame Lynne Owens, were the best people to take on the huge challenge of overhauling the Met.
