Kensington and Chelsea Council issued £34,000 in fines to rogue landlords since April, but only managed to prosecute one case in recent years.
Research reveals the council handled 4,170 complaints between April 2019 and March 2024, yet only initiated one prosecution.
The council reported that many other London boroughs offer no similar service through environmental health teams, leading to high complaint levels.
Despite complaints spiking during 2020/21, prosecutions have drastically decreased across multiple London councils, indicating a troubling trend in enforcement.
