The Newham Council has written off over £12.6 million in PCN debt after extensive attempts to recover the fines proved unsuccessful, mainly due to untraceable vehicle owners.
Cllr Sarah Ruiz explained that while it may seem like a large amount, it accumulates over years, and thorough investigations revealed many debtors are unlocatable.
The council also considers financial vulnerabilities, stating that pursuing debt from individuals in challenging situations is not in the public's best interest.
Despite the write-off, the council is still pursuing £44.5 million in debts, emphasizing their legal obligation to recover fines wherever possible.
