T eenage inmates arrive at a London prison with long histories of involvement with social services in a serious indictment of the effectiveness of the care system, a watchdog warned on Thursday.The independent monitoring board for Feltham, which comprises a young offender institution and a young adult prison, says a large proportion of the 15- to 18-year-olds there were either on full care orders or classed as children in need when they entered the prison.
