Foreign embassy congestion charge debt to TfL now exceeds 150 million

The latest outstanding congestion charge payments owed by overseas embassies in London have reached £152 million, up from £143 million last year.
Many embassies argue that the congestion charge is a tax, which they are exempt from under the 1961 Vienna Convention on Diplomatic Relations.
TfL is unable to sue diplomatic missions for unpaid fees, relying on the central government to prompt action against international embassies.
The Mayor of London noted that the Foreign and Commonwealth Office writes annually to encourage payment from embassies with significant Congestion Charge debts.
