O'Donnell highlighted that the Gateway Program, with its total cost of $16.1 billion, represents the most complex infrastructure project funded by President Biden's infrastructure bill signed in 2021.
The new tunnel will significantly enhance the rail links between New York City and New Jersey, which have not seen an increase in capacity despite the soaring traffic demands over decades.
O'Donnell pointed out that this project includes not only constructing a new tunnel but also essential rehabilitation of the North River Tunnel, which was previously damaged by Superstorm Sandy.
