"Since immigration agents began raiding Los Angeles neighborhoods and worksites in June, many local leaders have pushed for action on the issue. Residents are concerned about the masked agents, often disguised with face coverings and masks. The masks and lack of identification have sowed fears the armed men could be people posing as law enforcement officers. Residents have called on sheriff's deputies and police for help, only to be told that local agencies do not interfere with federal operations."
L.A. County supervisors will consider an ordinance banning law enforcement, including ICE agents, from wearing masks or disguises during operations in unincorporated areas and requiring visible identification and agency affiliation. The proposal responds to immigration raids since June that involved masked, unidentified agents and prompted community fears of impersonation and lack of due process. If approved the measure will return for a second vote on Dec. 9 and would take effect 30 days later. County counsel and legal experts anticipate federal legal challenges based on the supremacy clause, and federal officials have previously contested similar measures.
