Judge admonished for 'undignified' behavior, including gestures mimicking pumping of breast milk

Judge Julian W. Bailey of the Orange County Superior Court was publicly admonished by the California Commission on Judicial Performance due to a pattern of undignified behavior. This included inappropriate comments about hair colors and mimicking the act of pumping breast milk in front of female attorneys. His actions raised concerns about bias and disrespect towards women and inexperienced lawyers. Although Bailey attributed some of his behavior to underlying medical conditions, he accepted full responsibility for his actions.
In 2014, and again in 2022 and 2023, Judge Bailey engaged in a pattern of discourteous, undignified and impatient behavior with female and/or inexperienced attorneys.
Bailey told the commission that underlying medical conditions could provide a partial explanation for some of his behavior, yet he accepted full responsibility for his misconduct.
The California Commission on Judicial Performance admonished Judge Julian W. Bailey for his inappropriate gestures and comments, labeling them as undignified behavior.
In some instances, the judge also conveyed the appearance of embroilment and bias on the basis of gender, race, national origin or ethnicity.
