Isha can be found in Eltisweiss after defending the city of Hishahn. Complete her three tasks: finding a lost cat, collecting a Cockatrice Egg, and delivering a package.
To recruit Isha, find a lost cat in the southwestern corner of Eltisweiss, get a Cockatrice Egg by defeating a Cockatrice in Mountain Path Homeward, and deliver a package to the woman in the item shop/inn at Arenside.
