The U.S. Copyright Office's final rule under Section 1201 of the DMCA denied new exemptions for trustworthiness research into AI systems and educational use of circumvention.
The Office highlighted that the petition for AI systems was rejected because it lacked sufficient evidence to demonstrate that the proposed circumvention would be noninfringing.
In total, the Copyright Office reviewed seven classes of exemptions but found many proposals, including those for online education, fell short of evidential support.
The Office's decisions in this triennial review reflect ongoing scrutiny of technological protection measures and their implications for research and educative purposes.
