German Interior Minister Alexander Dobrindt proposes annual practical crisis training in schools covering fire extinguisher use, responding to injured classmates, and performing CPR. The proposal calls for an extended lesson each year for older pupils that addresses various threat scenarios and how to prepare for them. Chancellor Friedrich Merz frames the security environment as between peace and war because of hybrid threats from Russia, prompting stronger military posture and improved civil defense. The German Teachers' Association supports adding crisis and war topics to classroom instruction so young people can openly and honestly address matters that could affect them.
