Pavel Durov, the founder of Telegram, has returned to Dubai after being held in France as part of an investigation into criminal activities on the platform. Following his arrest on August 24, he spent four days in custody, facing serious allegations including organized fraud and the sharing of child sexual abuse material. Initially under strict supervision, a Paris judge has since modified his conditions, allowing him to leave the country. In response to the challenges, Telegram updated its policies to enhance moderation capabilities and removed millions of problematic groups and channels.

The Paris criminal court, which is in charge of the investigation, explained the reasons for his arrest. Most of the charges revolve around the Telegram founder allegedly being complicit in facilitating organized fraud, illegal transitions, and the sharing of CSAM.
