Austria, Belgium, the Czech Republic, Denmark, Estonia, Italy, Latvia, Lithuania and Poland argued that the court's interpretation of rights obligations prevented them from expelling migrants who commit crimes. That effort ultimately failed, but support for its basic tenets has since grown."
