"A total 7.7 million immigrants called France home in 2024 - including 2.6 million who have acquired French citizenship by residency, according to newly released data from the national statistics body Insee. France breaks its data down into immigrées (immigrants aka people born outside France) and étrangers (foreigners aka people who do not have French citizenship). The data also breaks down to show how many immigrants have gone on to acquire French citizenship, and how many 'foreigners' were born in France. French citizenship rules state that a child born in France to two non-French parents can only apply to become French once they reach the age of 13."

In total 0.9 million non-French nationals were born in France - and are, therefore, not considered immigrants. Most of these are children under the age of 13 who were born to immigrant parents - these children can go on to acquire French nationality by declaration from the age of 13."

That 11.3 percent figure drops to 8.8 percent when discounting those who have acquired French citizenship, and 6.5 percent after removing citizens of other EU countries. According to Eurostat data, of the 449.3 million people living in the 27 countries of the European Union (EU) in 2024, 43 million - or 9.3 percent - do not hold the nationality of the country in which they reside."
