The Basque Country, a mountainous region squashed against the Bay of Biscay and the Pyrenees in the north of Spain, has considered itself distinct from the rest of the country. It has its own language, culture, and identity. The Basque struggle for autonomy, or even independence, has deep and bloody roots.
The Spanish flag fluttered only on a handful of government buildings. Martinez was acutely aware of the reason for this. In Bilbao, the most visible flags are the red-and-white versions representing the local team, Athletic, or the red-and-green Basque standard, the ikurrina.
